The old seat of the provincial government in Lingayen, and since 2023 the home of the Banaan Pangasinan Provincial Museum. Under Spanish rule the alcalde mayor governed the province from this building, and the judge of the Court of First Instance sat here too.

The National Historical Commission of the Philippines made it a National Landmark and called it an outstanding and unique example of civil architecture from the Spanish and American colonial periods. The local offices left after Typhoon Cosme tore off the roof in 2008.
