Sultan Mastura, also known as Subpangen, was carved out of Sultan Kudarat by a regional law that lapsed into effect in November 1999 without anyone signing it. It has 13 barangays and about 30,800 people, which leaves it one of the smaller towns in Maguindanao del Norte.
