Panglima Sugala was Balimbing before the regional assembly renamed it, and its barangay Batu-batu served as the capital of Tawi-Tawi until 1979, when the seat moved to Bongao. With 52,657 people it is the second largest municipality in the province, and it has kept seventeen barangays.
