About Apayao

Apayao is Isnag country, and it keeps a capital and a working capital: Kabugao holds the title while the provincial offices sit at the New Government Center in Luna. Seven towns and about 127,000 people make it one of the least populated provinces in the country. It was one province with Kalinga until 1995, when the two were split to suit the different peoples in them.
