Tagbilaran has the Blood Compact monument, but recent research puts the actual site of the pact between Legazpi and Sikatuna in Loay, in barangay Hinawanan. The town of 17,957 has turned up enough pre-Spanish antiques in its soil to draw treasure hunters, which is not the tourism anybody planned for. The feast, in May, honours the Blessed Trinity.
