Kalayaan is the least populated municipality in the Philippines: 406 people on a handful of Spratly islands and reefs in the West Philippine Sea. Its single barangay, Pag-asa, sits on Thitu Island, 280 nautical miles northwest of Puerto Princesa. Ayungin Shoal, the one that keeps turning up in the news, belongs to the town as well.
