Bicol cooking leans on chilli and coconut milk where other provinces reach for salt, and Albay does it under Mayon, the volcano that stands over Legazpi. Legazpi is the capital and the regional centre for the whole of Bicol. UNESCO put the entire province on its World Network of Biosphere Reserves in 2016, volcano included.
